Jack served in the United States Air Force (USAF) as an operational and research meteorologist, including main-stream work in data validation and simulation modelling. More recently, Jack competed 26 years with the Alaska Department of Transportation and Public Facilities (ADOT&PF) as a transportation planner, working with the highway performance monitoring system (HPMS), geographic information, and intelligent transportation programs (ITS). ITS included the 511-traveler information program, managing a network of 65 road weather information system (RWIS) sites, and developing a web application to deliver traveler information to highway users.
Jack worked on collaborative efforts with Canadian transportation agencies and Environment Canada as part of the Federal Highway Administration’s (FHWA) Clarus initiative. Jack served on the Transportation Research Board (TRB) as the Statewide Data Committee and Data Section chair as well as working on he National Cooperative Highway Research Board (NCHRP) projects,
